2013 is a watershed in the waste plastics import market. Prior to this, imports continued to grow at a rate of 2%-10%. In 2013, the “Hedgerow Action†began, and the growth rate of waste plastics imports went down, but its import volume was still 7-8 million tons.
In 2017, under the influence of the “prohibition of wasteâ€, local policies tightened, and corporate operations became cautious. The import volume actually fell to 5,829,100 tons, a drop of 21%, and it was back to the import scale in 2006.
2, the single species is not the same as the reduction value is amazing
The main products imported from recycled plastics mainly include recycled PE, recycled PET and other recycled materials (mainly including recycled PP, recycled EPS, recycled PA, recycled PC, recycled ABS, etc.). The import trends of these three products this year are:
Recycled PE imports are highly dependent and are the largest importers of waste plastics over the years. However, after the total import volume has decreased significantly, the amount of recycled PE imports in 2017 is not satisfactory.
In the past year, the monthly import volume was basically 200,000 to 350,000 tons, while in 2017, it was only 100,000 tons per month. In December, the imported PE was only 66,000 tons.
Looking at the volume of recycled PE in recent years, after the total amount of recycled PE imports reached a peak of 4,402,700 tons in 2014, the import volume also began to decline. In 2017, the recycled PE only imported 2,196,400 tons, a decrease of 13.27%.
The import dependence of recycled PET is second only to recycled PE. After the tightening of solid waste import policy this year, its import volume fell rapidly in the second half of the year.
In the past three years, the monthly import volume of recycled PET is basically 15-30 million tons. However, in the fourth quarter of 2017, the monthly import volume has turned sharply. In December, it was only 63,800 tons, a record low.
The reason why we pay attention to the import volume of other recycled materials is because there is no separate tax code for recycled PP, which is included in the tariff number of 39159090, which means that there are recycled PP components in the import volume of other recycled materials in the figure, so the import trend is certain. Reflects the changing trend of the imported market of recycled PP. Other recycled materials have not been able to shake off the situation of sharp shrinkage in 2017. Since the second quarter of 2017, its monthly import volume has decreased significantly compared with the same period of the previous year. In the fourth quarter, it was only 3-5 tons. In December, it only imported 34,700 tons.
3. The import volume of each product in 2017 or the end of a history
In 2017, the total import of recycled plastics was 5,829,100 tons, including 1,194,100 tons of recycled PE, 138,500 tons of recycled PS, 303,900 tons of recycled PVC, 1,216,800 tons of recycled PET, and 1,276,900 tons of other recycled materials.
Although the annual import volume and single product import volume are far from the previous year, the 2017 import data will become an insurmountable amount in the later period. It can be said that the 2017 volume will be the end of history. The first five batches of approvals that have been publicized have confirmed this point. A total of 19 waste plastics processing and utilization enterprises in the first five batches have obtained approvals, and the total amount of imports approved is 20072 tons. In addition, the country will also cancel the import of waste plastics, so it will be a necessity to continue to reduce imports in the later period.
