In order to strengthen the control of dust hazards in key industries (areas), the State Administration of Safety Supervision at the end of 2009 and the beginning of the year, organized the testing institutions to conduct research and on-site inspection of 80 quartz sand processing enterprises in 10 provinces (regions). Judging from the test results, the damage of quartz sand dust is very serious and must be highly valued. The State Administration of Work Safety has decided to continue to comprehensively carry out the dust and high-toxicity hazard control, while focusing on the dust hazard control of quartz sand processing enterprises. The relevant matters are hereby notified as follows:
First, fully understand the seriousness of quartz dust hazard, and raise the awareness of the importance of rectifying the work of quartz sand processing enterprises. Through testing, it is found that quartz sand processing enterprises have the following serious problems: First, the dust concentration in workplaces generally exceeds national standards, and total dust The average concentration exceeded 269.38 times, the highest was 1089.60 times; the average dust concentration exceeded 286.70 times, and the highest was 1248.35 times. Secondly, the content of free silica which is extremely harmful to the employees in the dust is extremely high. Third, most of the quartz sand processing enterprises, especially small enterprises with an annual output of less than 20,000 tons, especially small enterprises with dry processing, the processing technology is very backward, and the main links such as crushing, crushing, screening and packaging are adopted. They are all small and shabby, and the whole process is open and the dust is extremely serious. Fourth, most processing enterprises have chaotic operation on-site management, especially small enterprises with an annual output of less than 20,000 tons. There are no dustproof measures and protective equipment on the job site, and even the most basic dust masks are not equipped; the workplace is dusty, Site management is very confusing. Especially in recent years, the occurrence of mass silicosis caused by the dust hazard of quartz sand processing enterprises has occurred. In 2003, Guizhou Province and other places went to work in the quartz sand plant of Donghu Village, Xiawei Town, Xianyou County, Fujian Province, where they suffered from silicosis and died 18 people. In 2009, Shuifu County, Yunnan Province and other places went to Fengyang, Anhui Province. The migrant workers working in the county quartz sand factory suffered from silicosis and 12 deaths, which aroused the great attention of the Party Central Committee and the State Council leading comrades and made important instructions. All localities must deeply understand the seriousness of the dust hazard of quartz sand processing enterprises, and earnestly strengthen the rectification work of dust damage in quartz sand processing enterprises.
Second, comprehensively carry out clean-up and rectification, resolutely eliminate backward production capacity. In the special action of dust and high-toxicity hazard control, the quartz sand processing enterprises in the area should be thoroughly inspected and accurately grasp the quartz sand processing enterprises in the region. All localities shall report the list of enterprises to be closed to the State Administration of Safety Supervision (the Department of Occupational Safety and Health Supervision and Management) for filing before October 15, 2010.
Third, speed up technological transformation, improve the ability of dust hazard prevention and control. In line with the principle of restricting dry law and developing wet law, speed up technological transformation, actively select advanced processing technology and equipment, and vigorously advocate and encourage enterprises to choose wet processing technology and rod grinding. Advanced processing equipment such as machines. Dry processing enterprises must implement spraying and sprinkling in the raw ore crushing process. The entire processing line, especially the crushing, crushing, transshipment, screening, and sub-packaging, must be sealed, mechanized and automated, and effective ventilation should be set up. Dust facilities to control and reduce dust hazards. At the same time, it is necessary to increase dust prevention measures for quartz sand powder storage places and implement closed management. For enterprises that use wet processing, the raw ore crushing process must also be sprayed and sprinkled, and the processing links such as crushing, drying, screening, and packaging should also be sealed, mechanized, and automated. Until the end of December 2011, there was no spraying and sprinkling on the raw ore crushing process. The entire processing line was not sealed, mechanized and automated. There is no wet processing enterprise that is sealed, mechanized and automated in the process of showering and drying, and after screening and sub-packaging, and the local people's government is required to implement the closure according to law. Monitoring and regular inspection to ensure that the dust concentration in the workplace meets the national standards, fulfill the occupational hazard factors and the obligatory consequences of the workplace, strengthen the occupational safety and health training for the employees, and organize the employees to perform pre-job, post-secondary and off-job occupations according to law. V. Strengthen supervision and inspection, resolutely investigate and punish violations of laws and regulations. To supervise and inspect the dust hazard prevention and control work in processing enterprises, strengthen daily inspections, regular inspections and key inspections; strengthen occupational health training for business leaders and management personnel, supervise and guide enterprises to conscientiously implement the national laws and regulations on occupational health. The dust control measures are not implemented, the occupational hazard prevention rules and regulations and operating procedures are not established, the workplace is not protected or the protection requirements are not met, the occupational personnel are not equipped with occupational hazard protection products that meet the national requirements, and the dust concentration in the workplace exceeds National standards and other violations of laws and regulations must be resolutely punished according to law. It is necessary to strengthen cooperation with departments and units such as health, human resources and social security, trade unions, etc., to exchange information, form synergy, and jointly enforce law. Advocate the establishment of an inter-ministerial joint meeting system for occupational disease prevention and control at the national level, establish a provincial coordination mechanism for occupational disease prevention and control, and work with relevant departments to study and solve major problems in the prevention and control of occupational diseases in the region.
6. The State Administration of Work Safety will select a typical high-toxicity hazard industry for in-depth research and provide relevant guidance to promote the in-depth implementation of special actions. The safety supervision departments at all levels should take the initiative to contact and coordinate with relevant departments and units, increase the inspection and review of production and business units, and violate the law and regulations.
